Ownership changes at 9 Dragons

A father-and-son team recently sold 9 Dragons Liquor in North St. Paul to a newcomer from Robbinsdale.

Tommy Thao has purchased the business at the Polar Plaza shopping center, 2231 11th Ave. E., from the sellers, Ryan and Suterra Yann, according to city documents.

The businesses was listed for sale at $60,000 with an additional $80,000 in inventory in November.

The North St. Paul City Council approved the store’s liquor license on March 4.

Council member Terry Furlong, who co-owns Furlong’s Liquor in Oakdale, abstained from the vote.

The previous owners recently experienced a five-day suspension of their license and had to a pay a fine, due to three liquor license violations within three years.

The city code says a third violation calls for a $2,000 fine.

Along with four other businesses in 2013, 9 Dragons was caught selling alcohol to a minor.

According to city documents, 9 Dragons previously sold alcohol during prohibited hours twice in August of 2012.

The council welcomed Thao to the community.

“I hope that I will do a better job,” Thao said to the council. 

Thao, who apparently has no stakes in any other Minnesota liquor establishments, was required to pass a background check to obtain a liquor license.

According to his application, Thao has worked as a community service officer for the Minneapolis airport police.

He said he has no relation to the sellers.
